Would Mother-in-law considered to be immediate relative

Hi,
I am a green card holder from Mar '98. I am applying for my citizenship on Jan 2003. Once I get my citizenship, would I be able to sponsor my mother-in-law to come to united states. What I am looking for is, I want her to come here on a Green card or as an immigrant. She is 60 years old and was wondering whether I would be able to apply for her as an immediate relative as a parent. My wife is currently undergoing her Green card processing and I believe she would have to wait for over 5 years before she can get her green card and bring her mother here. The reason I am asking this is, I know when you sponsor for someone as a Green card holder the wait is longer whereas, the wait is shorter when you sponsor someone as a citizen.

Please advise.
