working outside the US I-130 help?

I’m a US citizen working in Kuwait and I recently got married here. I was told that I need to start with an I-130 form for my wife GC. I contacted the local US embassy and their responds below...I go home every now and then but what is the easiest way to start this?

"You need to file your Immigrant Visa Petition (I-130 form) directly with DHS/USCIS inside the United States. The Embassy has no role in the filing process. The Embassy’s role starts once your petition is approved and file sent to post for processing."
