Working on EAD W9 Form - Pl. help

My wife has just started working as an individual contractor and the company is asking to submit W9 form. In W9 form it says that only US person can sign it and it also asks for tax withholding. I am not sure of what it means.

I am wondering whether it is appropriate to sign this form when working as an individual contracter. Pl. help.

From my knowledge a W-9 is the tax form for an "independant contractor" and is linked with the 1099 tax form you receive to file your taxes with the IRS. If she is allowed to work in the US she can sign this form. She will need an SS for it though... does she have one yet?
