Work visa - Oil based companies

Hi

My brother would like to try for jobs in oil based companies in Texas. So should he also get a H1B visa only? (I'm not sure as most of the H1B holders are in the IT or IT related industry.)
If so, how can I find out consultants who can do H1B visa for this industry?

Any info on this will be helpful.

So do you say that he can try for jobs with H1B..and the H1B can be done even by a consultant who does H1Bs for software jobs?
