work visa before offer of employment?

I am Canadian and was going to apply for a position in California but I was told by the employer that they do not sponsor and I need to have a work visa prior to being offered employment.

My understanding with HB is that I need to be sponsored and with TN I need an offer of employment.

So is there an option to obtain a work visa before being offered employment?
