Work Permit Application denied

Hello Everybody,

I'm currently in the United States as a F-1 visa holder. My father applied for asylum ( he came to the U.S. after me ) and has been granted the status while my refugee asylee family petition is still pending meaning I'm still a F-1 status holder. The thing is, I had applied for Work Authorization permit last year under economic hardship and was granted the permit. I reapplied this year under economic hardship and after 10 weeks, I got an email from uscis that said
"Application Type: I765 , APPLICATION FOR EMPLOYMENT AUTHORIZATION

Current Status: Denial Notice Sent

On December 28, 2007, we mailed you a denial decision notice for this case I765 APPLICATION FOR EMPLOYMENT AUTHORIZATION. The notice explains why the denial decision was made and the options that may be available to you. If you have not received this notice within 30 days of the December 28, 2007, please call customer service at 1-800-375-5283 for further assistance.

If you have questions or concerns about your application or the case status results listed above, or if you have not received a decision from USCIS within the current processing time listed*, please contact USCIS Customer Service at (800) 375-5283. "

I'm extremely confused?! Also was I eligible to apply for work authorization based upon my pending asylee family petition? The operator in USCIS told me that I wouldn't be able to do that.

You are not eligible to apply for a work permit based on a pending I-730. Why you were denied is not known until you get the notice itself.

I just got the mail which says that I failed to state the reason for financial difficulty. It also said that the EAD Cards aren't issued to help the applicant through college. I didn't send any supporting documents last year and I got it without any hassle. I'm sort of surprised why I got rejected. My dad,my sole sponsor, is here as an asylee, I'm not eligible for work. He doesn't earn much to help my family back let alone help me w/ my college funds.
