Work Experience

Guys:

My question is at what stage more importance is given to work experience, Is it labor Cert or at I-140 stage?

I mean to ask if one has work experience letters exactly as the work experience listed on approved labor application but do not 100% match the requirement for job offered on labor application then can it be a concern somehow?
