withdrawing my PR application and getting my appl. refund

Hello all,

I would really appreciate if anybody can suggest me on how to go about withdrawing my PR application. I filed it as an independent immigrant at Buffalo on Oct. Can i send them a Fax? or do I have to send them a signed letter.
