withdraw the petition and future problems?

Guys,
I need you help and if someone can answer my questions I'll be very thankful.
I sent a request to withdraw the petition I 130 for a relative three weeks ago ( the reason was an mistake in application) I included the letter with explanation and the case number.
2 days ago I sent a new petition for the same person. I have a few question and I tried to call 800 number but I really didn't get the answer I was looking for.
1. How long does it take for uscis to withdraw the petition after they get my request?And do they always withdraw it if a petitioner asked for it?
2.As I said I'd sent a new petition and I start thinking : If my old petition is still pending and they didn't have a chance to withdraw it and now they get a new application is it possible they withdraw my new petition instead of the old one ? Or the always go by the receit number( case number) which I gave them for the old petition or they go by the names of petitioner and beneficiary?
3. When it will be time for the decision ( approval or deny) is it going to have any negative effect on my petition that I've already applied for the same person and withraw earlier submited form?

If you made a mistake, it didn't make sense to file a whole new application, especially if they have already cashed your check. It might have been better for you to wait for an RFE or send in a copy of your receipt notice and the corrected I-130, this way you might have still retained your Priority Date. How big of a mistake was it? :confused:
 
Thanks for your answer , frustrated a lot ,
I ve thought about it after I'd sent a request to withdraw the form,but it's too late now.
I wanted to do it the best way and look what's happen.
Now I have to deal with what I have right now.
If you have any ideas about my question ,please give me some advise.
