With EBs current how latest we can apply?

Just want to confirm how latest can I apply.
Assume visa bulletin is out in mid July and assume the dates get retrogressed then that will take effect August 1st right?
I mean we are at minimum current till July 31st right?
I have EB1 pending but EB2 approved.

Yes, you will still be able to apply until July 31 in that case.
