with approved I-140

My I-140 was just approved. I would like to find out if I can move to another employer and apply for H1B extension through new employer. Will it be a transfer of current H1B to new employer or the new employer will apply for a new H1B.

Also can someone take advantage of a priority date of a withdrawn LCA when filling a new non-PERM LCA within 210 days.
