Will they give 221g for this?

I am planning for my wife H4 stamping first time (Belongs to Chennai Consulate).In case if I send her to Delhi Consulates (Appointment Problem) and the Visa Officer refuse stamping and redirect the case Chennai??(For Region change) Will they give 221g or just they will tell you to go to Chennai? Just want to know in case this will turn to say yes to this column in the DS156 form (Have ever your visa refused for any reason)

Yes even for this they will give 221(g) because going to the wrong consulate is one of the points mentioned in the 221(g) format.
But that doesnot mean she has to write that her visa has ever been refused.
Because 221(g) is not denial.

so no harm in trying.

So if VO give 221g for wrong consulate reason,Next time when Fill the DS156 Form do i have to Say YES on the DS156 form Question No 31--Have You Ever Been Refused a U.S. Visa? Yes or No.

No, u shouldn't write Yes for a refusal, since ur visa is not refused. It's only a query from the consulate.
I had also got form 221g earlier but later i got my visa. When i had queried with my company they said to answer No and also i had filled the same.
