Will they call him soon?

my dad applied for canadian citizenship in januray 6th 2006. and they started processing his application on feb 13th 2006. i normally check online for his status and always get in process. Today i clicked the in process link to find this new message : -
Your file was transferred to the Mississauga CIC office on May 04, 2006. The Mississauga CIC office will contact you if additional information is required. After all the necessary checks on your file are complete, the Mississauga CIC office will send you a letter asking you to appear at the local office for an appointment to review your original documents, for example, personal identification, immigration documents, passport, etc. You will not have to write the citizenship test.
I forgot that he was above 54 when he applied therefore there is no need for a citizenship test, but have no clue what they do instead of that. It says they will make an appointment to review documents and stuff so is that a different day than the oath. Will they calling him soon. At the moment he is in india on family visit and worried he won't be able to make it on time they make an appointment soon. Please any info??? Oh btw he is the only one without canadian citizenship me, brother and mum have it. He couldn't apply cause he wasn't in the country in the beginning of immigration so he lost his days there and had to apply after us
