Will Service Center really matter ?

Folks,

this is kind of a naive question. I have never ever gone past Labor Cert and so I dont understand the process well :)
With the backlog processing centers in place, Will the Service center really matter in the future ? Will I-140 and I-485 processing be centralized ?
