Will new biometric regulations impact AP travelers ?

Will this affect those who travel on advance parole?

My wife is outside of US on her AP.
She does not have to go to US consulate to have
her fingeprints taken, does she?

No, it affects only those who need a visa to travel to US. Advance parole is issued in the US, is not considered a visa and most likely will not require fingerprinting overseas.
