will i be refused?

I had a F1 students visa for california, entered the USA 2 years ago. Because i was not getting enough financial support i had to cancel the stay before activating the Visa. i exited through mexico, and then returned to germany after a few weeks, i still have that white piece of paper i would have to return after exiting the us.
will i be able to enter the USA again to spend new years in new york or will i be denied entry?

What do you mean by activating the visa? The visa is not a credit card. Did you enter the USA and did not attend school? If so you have problems. How long were you in the system? If more than 180 days you have a ban of 3 years or 10 years.

Also You cannot enter on that old visa. Apply for a new visa at the consulate. You will find out about your fate there.
