Will H1B stamping be easier with FP and Bkground check in advance

Hi,
With the new FP rules or 221g, consulates can hold anyone for undefinite amount of time. By the time FP check and background check is finished (most of the time I assume its clean) its more than 8 weeks and in some cases more than 5 months. That leads to frustration, loss of job, loss of property within US.
Isnt is ironic that one can stay and work within US for the approved H1B validation period but risk everything after leaving US. Why cant govt impose background checking at the time of approving I-797

Is there any way to get FP check and Background check done while we are in US and before we go for stamping in our home country?
I mean if we are already here, it should be easy for govt. agencies to get these things faster rather than doing in oversseas and make us wait fr weeks.

yes, what you are saying makes sense.. but I dont think
such an option exists.. and I dont think they would change
it because it is convenient for us.. they would do it only if
it was convenient for them.. :(

The odd part is the total blackout on processing status.. without
that it is extremely hard to plan things.. I am still moving my
return ticket by two weeks..and it 7 weeks already with no end in sight..
I was initially hoping that this thing will be over soon, and was not
thinking of working in the ofsite location here in india.. but now, it looks like it will be prudent to go and work remotely until the visa process is completed..
