Will derivative visa count exclsion recapture any visa nos or it just starts from now

Will derivative visa count exclusion recapture any visa numbers from previous years?

If this bill passes, will the derivative visa count exclusion starts from bill pass date or will the visa numbers used by derivative applicants be recaptured from previous years(Say from 15 years -- If I am not GREEDY :p )? Any thoughts.
