Will Dec be less productive because of holiday season?

Also, add the fact that INS/DoJ is working on a temporary budget that is currently valid until Dec5\'00 thanks to the stalemate between the congress and clinton regarding the spendings bill. The republican congress hopes that Bush will come into power and they\'ll get the spendings bill approved on/by jan20\'01. Apparently, this is supposed to get some more funds for INS and can restart overtimes and hire more people.
