Wierd anwser from IO in NSC

My I-485 based on NIW was filed with I-140 (NIW) together at TSC in 09/2005 , I-140 (NIW) was approved in 10/2005. In 10/2006, my 485 was transfered from TSC to NSC right after I filed my 2nd I140 (EB1) which is pending NSC even now. my NC was cleared in 09/2006. I called NSC today and was told because my I140 (EB1) in NSC was not approved yet, so I485 must wait there. I explained my I-140 (NIW) was approved already, but IO answered I should contact TSC as my 1st I140 was approved in TSC.

Do you think it is possible that NSC linked my I485 to 2nd I-140 without my request? Two month ago IO in NSC told me that my 485 was wating for available officer. But today....?
 
Yes!

I had an EB3 I140 at TSC filed 12/2006.
Second case EB2 filed in 3/19/2007 at NSC, and I140 approved 3/29/2007.
surprisingly, both case, EB-3 AND EB-2 have same Alien #. Called NSC today and they said that USCIS would look @ both and whichever gives benefit, would consider that one.
I have not applied for any transfer of PD.

Wondering why u filed another I 140 when NIW was already approved?
Might be that your file is now still incomplete 2 to EB1 I140 and they need to wrap up the wholw case......do u have the same alien #, by the way?
