Is it possible that VSC is sending FP notices to recent filers to discourage them from changing to Consular Processing?
So far, VSC has been meticulously processing cases in the order or RD/ND (with some margin of error). It is unlikely that they\'ll digress from that modus operandi, dump cases from oct99 thru mar00 and start adjudicating later cases. Since the processing time at VSC is approaching 15months while Consular Processing gets you the GC in roughly 6months, switching to CP by filing I824 (before or after filing I485) would be a more lucrative option for most of us. This would cause a loss of revenue for VSC and could even cost some of them their overtime, if not their jobs. Issuing FP notices to recent filers is like a carrot on a stick, to keep the I485 petitions at VSC.
