Why they issue 2nd RFEs?

Several members of this forum have been issued a second RFE, which will further delay the process. I don't know why TSC keeps giving people a hard time. My lawyer told me today that a case could still be transfered to the local office even after a RFE was issued. Anyone heard of that kind of story?

blackjack21 - I think transfer is definitely a possibility even after 2 RFEs. When I was skimming through the I-485 processing manual [http://boards.immigrationportal.com/showthread.php?s=&threadid=113340], I found that the officer needs to be absolutely sure about all information. If a RFE reply is not satisfactory, he/she can always raise another RFE.

I guess if even that reply is not good enough, he/she might transfer the case. Once it is transferred, one doesn't know when the interview call might be. But I have always seen pretty easy interviews and approvals during interview.
