Why there is no movement in Jan'02 cases?

I have been wondering about this for quite some time now. The Rupnet statistics show that about 63% of the Dec RD cases have received RFEs. I strongly believe that the Rupnet fairly represents the EB cases from Asian countries. Assuming that this is a fair indicator of progress of the EB cases at NSC we should have seen some movement in Jan'02 cases by now.

We have been seeing a consistent trend of new RFEs or approvals trickling down for the next month's cases when about 50 to 60% of current month cases have been marked in Rupnet either as RFEd or as approved. The latest example being the Dec'01 cases. We started seeing the RFEs for this month back in late May. It's been more two months since then and there nothing new happening on Jan'02 cases. I don't believe that the latest shuffling of NSC staff to other categories would have caused this slowdown. There must be something else. What do you all think?

From what I see there are some cases that received Refs even approval on March/2002 cases but there was no movement for Jan/2002 and Feb/2002. Therefore I say they might assigned cases to the officers by months DEC 2001/Jan 2002/Feb 2002 to one group and March 2002, April 2002, May 2002 to another group. Based on this assumption the first group is hammering the Dec 2001 cases and the second is working on March 2002 cases. Unfortunately poor Jan 2002 and Feb 2002 fillers has to wait while March 2002 cases are in progress. What do you think gc_howlong
