Why the visa bulletin will always lag behind ..

Guys and Gals,

As you know the Visa bulletin for April will be released in a week or so. It just struck me that each visa bulletin reflects dates that are probably a month away from actual data. As in the dates published in the March bulletin that was released on the 9th of Feb came into effect yesterday. This gives the USCIS and DOS about 10 days to determine trends and figure out if there are a lot of PDs that have become current in March. I maybe underestimating their ability to track the number of pending cases but I won't be surprised if they don't do a good job. Now that they have to release the visa bulletin for April, they will look at the February trends because they only have about 10 days of data on March. What this amounts to is that the Visa bulletin for each month lags behind the actual trends of approvals and pending cases by atleast a month if not more.

My fear is that there aren't that many months to Oct 06 when this fiscal year ends and the unused visa numbers get wasted. They had better start moving the PDs more rapidly through 01 otherwise thousands of visa numbers will be wasted. How much more screwed up can this system get?

To give us time to get the paperwork ready

I thought the visa bulletin is issued around 10th each month for the following month to give the I-485 filers about 20 days to get the paperwork ready for filing.
We all know that USCIS/DOS do not have a good system for estimating the priority dates.
Till some numbers are known on the actual number of approvals during the current fiscal year, I tend to believe that the anti-immigration lobby has a strong hold in DOS and are making sure that this year's quota will not be utitilized by USCIS.

You are right about giving applicants 20 days to get papers ready. However for those waiting in line the PDs reflected in each bulletin most likely lag way behind actual pending cases. Unless the dates keep moving by 6 months to a year in most categories, we are headed for a wastage of unused visa numbers this year. Its a total shame.
