Why Retrogress to 1990's?

I don't have the reach of all the people applying for employment based GC, but at the same time, it is hard for me to believe that there are infact people with PD of 1997 awaiting adjudication.
Is there really something else that is driving this bulletin?
Is it because of the move to abolish Labor Substitution? Maybe there are some labors unused. USCIS might want to invalidate these labors and hence wants to start from 1998. If this is the case, then the dates should move fast.
But considering the processing of cases from BRC's, I doubt the dates will move fast after reaching early 2002.
 
That is because too many I-485s are filed due to the PERM. Now the USCIS has excuse for not achieving its 6-month processing goal before the end of September 2006. The happiest people may be those who are still stuck in the BRC with the early PD. They could say we back to the same line. The happiest people may be those who have chosen the Consular Processing and already got their GC. Ho ho!
