Look at the data posted at immigrationwatch.com. During 2002 and 2003, the numbers of filed I140 and I485 were shown by the following form.
year 02- I140 03-I140 02- I485 03- I485
CSC 7859 12869 17871 21267
NSC 7580 15929 65020 94523
TSC 7029 16344 29426 42909
VSC 15823 37834 31889 70765
From these numbers, you can see that the total numbers of I485 are roughly 2 to 4 times of the I140 in three other service centers. Implying that for every EB applicant there may be 2-4 family members that enter I485. However, for NSC, I485 is almost 10 times as many as I140. This implies that NSC is taking a lot adjustment of status other tan EB based cases. I am not sure whether NSC distinguishes among different I485 cases. We do know they ocasionally prioritise some cases such as religious workers. The implication for us will be:1). The numbers in Rupnet report is too small to reflect the whole picture. 2). Even the greenland report may not be as reliable, the cases approved may not be a EB based one. 3). The backlog is unlikely to be reduced, given the fact that the filers of I140 and I485 in 2003 actually increased compared to 2002.
