Why my lawyer can't get PWD?

I am in New york. My lawyer has requested the PWD since this April. But, it's been almost 5 months. He still couldn't get it. And he doesn't know why it takes so long. I am frustrated, and I don't know what to do.

Did anyone experience this kind of thing? I really appreciate if you can give me some suggestions. Thank you very much!
 
Can we call EDD or SWA for PWD status?

Thank you very much for your information. Actually, my lawyer has filed several requests. It just like throws a stone into the sea, nothing happens.

I am wondering if my lawyer or myself can contact EDD (NY Employeement Development Office) or SWA to ask about the PWD status.
Do you know anything about this? Thanks.

No, I have no experience - got my PWD in AZ in 2 weeks.
