Why is VSC sending tons of RFE\'s?

Why is VSC sending so many RFE\'s that it takes them 60 days (according to Hanuman) to process them?

Are other service centers doing the same?

Most of the RFEs from VSC are simple employment letter (already submitted). SInce NSC asks this in Yellow Form, there RFEs are less. But VSC seems to raise RFE.

Unlike other laws in US, one is innocent until proves guilty. INS policies tend to treat everyone who wants to immigrate US guilty until proves innocent.
