why is I-140 slower for EB2 than EB3?

Guys,
I have recently applied for I-140 in EB2 category. Looks like EB2 in VSC is taking longer than EB3. It used to be other way around.

Do you guys know why EB2 has slowed down?

In VSC EB2 date remains same as 05/31/2002. What a funny ! EB2 is slower tahn EB3
