Why interviews at local INS office?

I have read previous discussion about this topic. here is my understanding.
1) It is totally random. (Guess to reduce the work load from the VSC or other Centers).
2) If there are issues with the 485 application. I see people who cannot prove that they were legal through out their stay in US get transfered to local INS. This could be just forgetting to file a H1 were they could have a gap... e.t.c..
3) There is also an interesting pattern. Baltimore and Newark gets lots of transfers while Philly and other places like Boston, Providence,.... do not get. Or atleast those folks don\'t bother updating their status in this site.
