Why I140 gets approved for CP

Part 4 (Processing Information) of 140 application

This asks which consulate abroad the approved 140 should be sent ...
or if any AOS cannot be granted ..

If petitioner mentions Chennai or Mumbai etc ..
140 is approved for CP ...

Am I correct ?
