Why FP notices are not first come first serve basis????

My RD is 09/23/00, ND is 10/04/00, EB3, INDIA , PD 10/98 and not yet received FP notice and on the other hand my friend has RD 10/19/00, ND 11/02/00, EB3, India, PD 11/98 received his FP notice one week ago????
HOW DOES INS WORKS??? ANYONE HAS ANY IDEA???
PLEASE THROW SOME LIGHT?????? IF THERE IS ANY!!

Strange are indeed the ways of the INS. All the same, under the current circumstances, your GC is quite a while away, so no need to get overly excited, as your PD is 10/98, under India/EB-3....
