Why FP code 3?

Recently I received FP code 3. Some of my collogues
received FP code 2. Does anybody know how INS makes this decision?

I also got FP code 3 on 12/8/06. Green card arrived 1 month later.

As far as I know, Code 3 is what is needed for 485 approval.

I believe code 3 means the whole sha-bang fingerprinting-I think it is when you are doing 765 and 485 at the same time rather than on 2 separate occasions-the code 3 as I have researched is 10 fp + 2 index + photo + signature which is all the stuff they eventually put on your GC.
