Hey guys, gurujees and veterans,
Do you know why do we have retrogresion since last year? It used to be 'Current' for a long time (year 2003, 2004, part of 2005) and then suddenly retrogressed to bring our lives on hold.

I know there is quota for each country and the countries like India, China have many applications so that quota gets exhausted quickly. But then there used to be a law that provided for unused visa numbers to be made available to others. Is that law still in place or was it temporary?
