why cases get transfered to Local INS centers?

Any Idea, why cases get transfered to Local INS centers?

My Guess

I think if your I-485 documents can\'t establish for sure your visa status history (or if something is unclear from the submitted evidence), they flag your file for interview at the local center.

Not sure, though - my guess only based upon one such case.
