As we have seen from the statistics put up on these forums, never have all the available 50,000 visas been used up. Don't the DOS and USCIS have an obligation to use up all avialable visas. What might be the reason for this?
could it be that there are 50,000 or so who actually pass the interview stage, but then not all come to the US. The statistics probably refer to the number of actual green cards issued (I think green card is only issued after being in the US for a few months). So 50,000 win, but only 40,000 or so come to the US and get green cards.

Remember they are obliged to issue visa no later than 30 September of the relevant fiscal year. So a lot depends on the speed of the interview process and the success (quality of the applicants) rate during the 12 months before that.
So in a way you could get the quota being used up in the first say 6 months and the other side is you could get say only half the quota being used up in the 12month
Nah, i really don't think that's he case. I'm talking about the actual number of Diversity Visas issued.
I think you are right, darkhorse. However, if you look at the link below, it says "diversity transition" where they quote 38000 for 2007. It was actually at 48000 in 2003, then declined steadily. http://www.travel.state.gov/pdf/FY07AnnualReportTableI.pdf
