why are there so many Oct 21 I-140's pending

I have seen a bunh o I-140's getting approved after my ND. I did a scan thru the BCIS database for I-140's +/- my Receipt No. EAC-03-016-54XXX and all of them were received on Oct 21. Why have they skipped Oct and moved on to 2003 . Has anyone applied in Oct 2002 and gotten approved ?? My category is EB3.
