Why a TN visa when I have a I181?

I am a little confused and hope there is help out there for me. I am an American Indian born in Canada, with a treaty card and a quantum blood line letter stating >50% ancestory. As per "the Jay treaty of 1794" I am intitalled to work and live in the U.S. without a need for a Green card although it is common practice to apply for one. I also hold a Social security card from the US.

My problem is that I am a Registered nurse looking to work in Arizona, I have already passed the NCLEX and am licensed in Michigan. I contacted the Arizona board of nursing and they don't have a clue as to what a I-181 is and why it would matter that I am an American Indian, hence there is nowhere on the application for a I-181 and they want me to pay for a CGFNS visa screen which is almost 600.00. Why do I need a visa screen as I do not need a TN visa to work in the U.S. Someone please help me...I am ready to rip out my hair and my contact at ABN is now not answering my emails- I think she is frustrated with me since I keep asking to talk to someone from their legal department. HELP!!!!
