As I understand it, the Service Center looks up the DO's schedule and then schedules the interview based on available slots at the DO. Then it sends over the file to DO for interview purpose.

Service center sends the IL notice. there are numeros threads on this subject. You can find them by using the search button

I think Service center sends it but it depends on available spots for interview in local DO.

Service center puts your file into queue and forwards it to your DO. Then your DO schedules your interview date.

He got his letter from the vermont service center.
I got my letter from the philadelphia district office.
