I think the service center from which you get stamping sends your card order to whoever makes the card,the card maker is responsible to make it and mail it then i believe they email the service center where you got stamping that the card has been completed and then mailed,who also convey the message to your profile.
Or it could be that the card manufacturer could be doing everything including updating your profile that card has been ordered or sent,if it`s an independent company other than USCIS manufacturing cards they only can have limited access to your profile by entering information about your the card status then automatically the computer updates your profile.
