who handle the routine security check

I am a April 2002 485 filer, since my case is still pending, last week I
sent a fax ask for expedite request, the response I get is that It was delayed
by the routine security checks due to lack of manpower, and they have no control over how long these checks will take, and can no definite indication of when they will be completed. In other words, this case can be delayed for ever, do any body know who handle these security check? ( I already get my
name check done by FBI). Any people can give me kind to speed this check?

You have extremely valid reasons for concern. But how will it help you to know who handles these Routine Checks ? Let's say, for the time being,
its a moron who lives and works in Nowhereplace in Vermont . How will
that info help you or speed up your case ?
