who gives finger print report

Right now I have a problem need your guys help,my husband got approved, I am not, and he's the primary applicant,I am a dependent. My LUD message says the finger print result is pending, and it's been pending for more than 6 months! I don't know how long it's going to pend, I can't stand this. I am going to send them a letter, but I don't know who does the finger print report? I guess it's FBI, right?
