Who does LUD keep moving after FP?

Correction: I meant why does the LUD keep moving.

I did my FP on 8/20. On 8/31, the online case status showed that my case was transferred to local office and an interview would be scheduled. Does this mean my background check has been cleared? Moreover, my case LUD has been changing everyday since then (4 days already). Any idea what does this mean?

Also, what is that "yellow letter" that some people are referring to?

I had 3 LUDs after FP. One was for 'transferred to local office' and others were shortly before I received YL. YL just asks you to bring more evidence during your interview. e.g. certified copies of court disposition etc.
