who determines date for interview appointment?

Hello Everybody,
We are considering switching from AOS (labor-based) to consular processing to speed up the process. I still have a lot to learn about the whole process, but one concern is this:
How long in advance do you learn about the interview appointment? Do you have any say in setting the date? (We have 4 children, so apart from being expensive it is also difficult to arrange)

You do not have much say in the appointment dates, other than
some medical or such reasons in which case they may postpone
the date for you.

The Consulates fix the date depending on what time of a
particular month they receive the completed files from NVC.

Normally you would know the specific date about 4 to 6 weeks
in advance.
