Who all are eligible to apply for GC under the new law signed in Dec \'00?

I converted my H1 to F1 and forgot to apply for F2 for my wife, who was on H4 status when I applied for F1. Now, one attorney says that my wife has gone out-of-status as soon as I got my F1 approved because my H1 is no longer valid and thus her H4 is deemed to have been abandoned.
With this case history, can someone suggest me IF MY WIFE CAN APPLY FOR GREENCARD UNDER THE NEW LAW SIGNED BY CLINTON IN DECEMBER 2000?

PLEASE ADVISE ME ACCORDINGLY AS TO WHETHER MY WIFE CAN APPLY FOR GREENCARD?
