While GC petition is in progress....

I'm a USC and wish to apply for my Dad & my (married) Sister (and her family - kids ages 10 & 14.) While the GC process for them is in progress (I haven't filed yet), will they be able to visit US? My Dad already has a visitor visa but not my sister and her family. With the time it takes for sibling, do you think it would create a problem for her sons (if they decide to come to US for higher studies in the meantime?) What would be recommended?

If you file a petition for them then it may create a problem to enter as visitor for your parents and as a student for your sister's kids. It conflicts the purposes since petition is to live here permenantly and visitor/student is to go back after certain period of time.

Do you think I can apply only for my Sister and her husband and leave out the son who we think may apply for a US visa? I'm not sure if I can file the petition for partial family members.

You can think of doing it in that way and you can file for partial family. As such it takes 13 years for siblings to get their file open. By that time if he is over 21 of age then he won't be able to come here anyway. How old he is rightnow?
