Which visa to apply after 2 214(b) refusals?

I have been refused F1 visa (July 2024) and B2 visa (June 2025) both with 214(b)

My fiancé is in the US, graduating in May 2026 (we can get married this February 2026)

Should I apply for F1 visa again or F2 visa?
What should be the timeline as she will be on her OPT.
