Which office should I submit my I-130/I-485 application?

Does it make a big difference in terms of processing time if I submit the application at an INS district sub-office instead of INS district office? Are there any other pros/cons?

My case is a marriage based permanent residency application

I thought there's only one option - the local office.
Unless there are differences across the country.

You have two options - if you are submitting the I130 alone, you can apply to the regional office and wait for its approval before filing for I1485 at the local office

Otherwise you can file I130/I1485 concurrently at the local office, assuming of course that you are a spouse of a US Citizen. Spouses of GCs have to go through route 1.
