What happens if PD is not current and ND is end of August \'99. Which of the following do they do

1) Process the application completely and keep it on the shelf for PD to be current.
2) Process the application completely and approve.
3) DO not look at the application at all until PD is current.

In my friend\'s case (and actually lot of case a couple of years back) INS processed the application
and then issued a letter saying PD not current. Then when the PD became current they were
sent the approval. In fact I remember(from this board only) that some people went to local
INS before getting the approval letter (after their PD became current) and got the stamp
based on that(they just showed the letter which said that the processing was done and as per INS letter they
were just waiting for PD to be current).
