I checked the uscis website. And I put "U.S. department of homeland security" in the pay to the order of place in the N-400 check. Is it correct?

My check was written to "Department of Homeland Security". It was one check for $400.00 and I wrote my A# on the back of the check as required. Some folks write their A# on the Memo line on the front and that is OK as well.

Therefore you are right in making it payable to "U.S. department of homeland security".
